Netstable has Chanfix.

Chanfix is an alternative to ChanServ. Chanfix keeps track of how long each person has had ops in the last two weeks, and if a channel ends up without ops, will re-op the people who had held ops most in the past.

Chanfix follows the rules available here to determine who to op.

Chanfix and ChanServ are typically not both found on the same network. In order to make this combination possible, Chanfix will not automatically take care of your channel like on EFnet. You have to register the channel with Chanfix. This is accomplished by typing /cf register #Channel. Chanfix cannot register a channel that was already registered with ChanServ, and vice versa.

If your channel is taken over, Join #help and state your problem. A member of staff will clear all of your channel's modes and ops. Chanfix will then reop those who should be oped.

Staff: If you are asked to manual fix a channel, use common sense as to whether or not it shold be done. Only do it by request of ranking regular ops. You may view op scores for a channel by typing /cf oplist #Channel. To manual fix a channel, type /os clearmodes #channel all
